Question about buddy chat rules

    So, the chat rule "Horses in any chat rooms with more than 5 members can not be reserved for specific members, for any reason." Is that based on accounts or people? Like, if one person has 3 accounts in the chat, do they count as 1 or 3? Also, does the chat owner count as 1?
