Restrictions on public sales

So restriction on selling orange gene horses publicly, even if spayed or gelded...
I have an upgrade so I am able to post sales in chats, however players who don't have an upgrade aren't able to...
So my question is;
If any player can own non lic genes (orange genes, like DFP1) then why is there a restriction on selling those horses publicly?

If I understand correctly: Back in the day, the privilege of publicly selling unlicensed fantasy genes was abused and it was too easy to take advantage of players that didn’t know any better by charging exorbitant prices. So now this small restriction keeps that in check.

This is just a guess but I think it's just because they're fantasy genes so it keeps them from being sold too much, more desirable, and helps protect the income stream of the game since most of them aren't available in the GMT lab. They can be sold as straws/eggs, horses can be put up for open breeding, private chat and they can be sold in the auction so only one method is closed. What bluemesa said also makes sense.

There are no restrictions on selling spayed or gelded horses.
Bluemesa had the correct answer. It is not about keeping them from being sold too much at all. It is to keep them from being used to scam new players.Need to contact me? Read this first.
