How do you get papers on your horses

I really want to get my horses papered but I'm not sure how. Help please

Papering horses requires a basic upgrade. These can be purchased with real money via Paypal or game money in the Voucher Exchange. There is a very good starting offer for just 1.99 that will get you a basic upgrade for a few months plus some other features.Need to contact me? Read this first.
