A perfect foundation is at the top of the c/yellow paper range for breeding ability and has a 9.9 pt. Most Rank specials are perfect foundation or exceptional producers.

A perfect foundation crossed with a perfect foundation has the best odds of making a passing foal. All the horses for sale by foundation rescue are perfect foundations. That's ID 13 for search.

Put id 13 into the owner id box on the Search Horses.

Here is the link to the foundation rescue horses! All of these horses are perfect foundations which as Deja said are C Papered (stallions) or yellow papered (mares) with a performance testing score (PT) of 9.90 and consistent.

There are also Exceptionally Perfect horses which are not in the foundation rescue, but you can get these through buying them on the sale board, bidding on them in auction or creating them yourself. Exceptionally Perfect horses are one step above Perfect Foundations. All of those horses are B papered (stallions) and red papered (mares) with a PT of 10.40 and consistent.

There are several other special "herd helpers" which you can search for in the "tattoo field" including Exceptional Producers and True Breeding. There are also rank specials which are a combination of multiple herd helpers. The list of special rank specials can be found here.
