Question about awards

What are the criteria for top producing mares and stallions? Is it the number of foals, the PT of the foals or something else?

It's the secret number(s) of the overall (I believe) ability of the foals. It's random.

How do I try for the leader board then? I was hoping to try for era 9 and 8

I would disagree with LookingGood a little here. It's not random to get a top producing mare or stallion.
Your mares and stallions have a certain breeding ability score. Horses with a better breeding ability score can produce better foals. The top producing board looks at the top 10 foals the stallion has produced, and the top 3 foals the mare has produced and looks at how well those foals "score." The stallions/mares who have the best crop of 10/3 foals that score the best will be ranked at the top of the board.
Basically you are looking to have stallions/mares that are at the top level of breeding ability for the group you are competing in. And then trying to get a batch of foals that are the top level foal that your stallion/mare can produce so that they have the best possible foal crop to score for the board rankings. It's really not random at all if you know how to aim for those two goals. (Note: the foals that are considered for scoring must match the era of the stallion or mare)
The FAQ guide has a lot more in depth information, and as Ammit mentioned I would recommend that it is very worth your time to read that thoroughly and ask questions if you need help understanding anything.
