Question about horse quality, PT vs *

I am trying to cull my bootstrap mares and am having a difficult time deciding do I cull based on PT, papers, or both? What would make for a higher quality herd in the long run?
What is higher quality? 13.10 **gold or 13.2 *gold?
I know most of this is up to person preference for criteria for culling. Just looking for some insight on it.
I already cull all inconsistent horses regardless of their PT. -
Personally, I’d rather keep the higher breeding ability, even if the PT is slightly lower. **gold has the potential to produce better quality all around. *gold mares with good PT scores are perfectly adequate to grow the herd, but once it’s time to cull I like to retire mine to the show barn.

Training is a different random number than breeding ability. Never use PT over papers.Need to contact me? Read this first.

Definitely keep the 13.10 **gold over the 13.2 *Gold.
Now if you've got multiple *Golds you're trying to pick between, that becomes harder. I try to go with average foal PT AFPT at that point, but that can be iffy if you are comparing mares that don't have 3+ foals to factor into the average. Stallion selection can affect the foal PTs too, so a mare that has been bred to ***Star bootstrap studs might have an inflated AFPT.Ramshorn Ranch
