So I just found yesterday that on Fridays there is Happy Appy hour between 5-6 am when a horse will be heterozygous appaloosa and I know that 1-2 pm on Saturday is Witching hour when all horses will be true breeding black. Are there other such hours during the week, so I know to wait for them to create horses? Moreover, do these hours affect only the horses I create from create a horse page or would they affect a foal I bred?

It only applies to creates, not foals. Those 2 are the only regularly scheduled special hours, but sometimes there are other special events. For example, Valentine's Day is usually True Breeding Red all day long.
