Could you link the horse in question?

Belton (BI) restricts white. So horses with white factor usually below medium or without kit genes (tobiano/sabino/ect) don't express it very well.

Then yes. She doesn't have any white, so BI will not show up. You could add Tobiano and bump up the white factor to large and it should present itself. :)
