Ice Gene question

When you add both strands of an ice gene (ice 18 to be exact) is it supposed to show on the horses coat? I bought both strands of ice 18 for one of my horses but it doesn’t show on his coat. I see it in his genetics though - and his offspring have the ice pattern on their coats.
