I'm tired, so I might be misunderstanding something.
This mare has a ***star sire, and has passed SBA. Meaning she is confirmed cap, right?

But her unboosted foal tests superior.

That mare is not at cap, so she must not have passed SBA.
There was a bug a while back, I think, where if a horse failed SBA, and you unaltered them it didn't clear the testing but I am not sure that is the case here.

Her sire is *** but her dam is *, so wouldn't it be possible that she passed sba just being a lower ** ?
I thought the new sba passing cap ** was only guaranteed if out of two *** parents or out of one *** and one known ** cap?

Her control panel is not showing the SBA test, so I must have tested her. It’s likely that I may have unaltered her, but I’m not sure. I don’t really keep track of my mares and she was born like 8 months ago, so I don't know anything else about her.

The only change to SBA, from what I remember, is that cap foals will always pass. Before, they would still fail if one parent was ***Star, because they were not aga.

Ladyhawke - No. SBA has never worked like that. It has always been compared to the best parent to see if the foal was similar or better quality. I think you are mixing it up with the new regular breeding advice.
The only change that happened recently was if a foal is cap quality it passes. before boosted over-cap horses (now ***) could never produce an sba passing foal.
Looking at db logs, I believe this mare is subject to this bug
