Best foal stats from non-boosted foundations?

Hi there all!
I know it's difficult to know whether a foals breeding ability is at the lower of higher end of the paper grading without extensive comparison testing, but what is the max PT score you can get from non-boosted Yellow / C foundations?
I bred the girl below this season and she looks like she might be pretty good with a PT of 10.5?
