Horse Scores not Improving

Most of my horses have stayed at their training level for longer than usual, and their scores don’t seem to be going up even though it says they’ve been trained for the week. They’re all pretty young with decent PT scores and shouldn’t be leveling off yet. Is it a bug or do my horses just suck? XD
