    Well, there are many free and paid platforms that allow you to create an image you like, and size it down to the necessary pixels length and width. If the platform you use doesn't shrink it enough, there are many to use online.

    Side note: There are also many artistic people in the game that will take your hbs and make you a gorgeous tattoo exactly to your specs.

    If you're particularly talented you could probably use Paint to do it. I've used canva before too, which is a popular online option. I had access to it through work though, so I'm not sure if you pay or if there's a free account option.

    Lately I've been using Inkscape, which I had to download to my computer. Heavy learning curve though to get going, I used video tutorials on youtube.

    I found Photopea recently which is free and straightforward enough if you know photoshop.
