How is Top Producing Stallion calculated?

TLDR: How are the top producing stallion scores/rankings calculated?
I thought that the ranking was calculated on the highest 10 known PT scores out of the stallion’s foals. I found a stallion that proves I’m wrong. He doesn’t have a single PT tested foal— does the game rank the stallions based on the PT scores even if we haven’t tested yet? Or is the rankings calculated some other way?
The FAQ explains only that the ranking is the top 10 foals, not how the ranking works—- “ Stallions need 10 foals to get ON the leaderboard, and after that the top 25 foals count towards the ranking. So the more foals, the better his chances of moving to a higher ranking.”
Sorry if this is basic— I thought I understood and now I don’t.
